I live for high tea, These are the places I love to go.
This is a surprisingly affordable tea house given its location. It's my main high tea place.
Bed and Breakfast Victoria BC
This place is a little more homespun. I like the peacefulness of the location. The high tea is best enjoyed outside on a sunny day IMO.

I seriously think the best part of this place is the clientele. The tea is amazing and they have a picnic option which is charming, but the clientele are people who have regular high tea and just consider it to be a part of civilized humanity.
