Obviously have to put the zoo on here. It is always a great option for places to go. They also have discount options for people on EBT so keep that in mind.
Phoenix Zoo
This little train park is the best. They do amazing train rides through the lights during the holidays. The kiddos love riding the trains and the carosel.
McCormick-Stillman Railroad Park
Uptown always has amazing play options for kids. A great place to check out to get the kids out of the house!
UPTOWN JUNGLE FUN PARK | Mesa, AZ
I haven't been here in a while, but from what I remember it was a lot of fun and the kiddos always have an amazing time and sleep the whole ride home!

Main Event Tempe
This could be a hit or miss with young kiddos. My daughter loved it and couldn't get enough. Though it may scare some children so tread lightly.
Butterfly Wonderland
A little spendy but so much to look at and do. You can pet some of the animals. They have a submarine like ride where you can learn about different sea life. Definitely a place to check out at least once.
