Strathmore 300 Series Watercolor Pad, 9x12
Here is one of my first watercolor papers as a beginner and I would say its an excellent paper for a novice.
Canson XL Watercolor Pad, 30 Sheets, 9x12
This is a great paper for a intermediate, the roughness of the paper helps make great texture for your painting, holds the water well.
Arches 9x12 Watercolor Pad 100% Cotton 12 Sheets
I love this block pad that comes with a tilt option to give you the ability to paint on an angle which is a great way to control water, and reducing strain on your hands.

Beautiful smooth paper- I would recommend this for more advance painter who understands the water control and flow.
