Procreate is a super simple art program you can buy off the App store for about $10! 
Procreate, in my opinion, is very beginner friendly. It is not as intimidating as other programs. You can also get free brushes to import off their site as well.

PaintTool SAI was one of the first art software I had ever used. I still sometimes miss using this software compared to others as the blur tool in this software is superior to all other softwares' blur tools.

This XPPen tablet, I bought it as a more easily portable tablet for my laptop when I want to draw on PC art software rather than Procreate.

This tablet is very small, but it is easy to travel with due to how small it is. I have not had any issues drawing on it due to it's size. It's very reliable, just like the XPPen brand!

Artists Loft paints are very decent for the price, they're mostly student and beginner grade paints; not on par at all with professional paints. 
I always suggest artists start with cheaper alternatives before breaking the bank getting the professional, expensive brands. It's good to start out with beginner grade to learn, but get professional grade improve.
