Paper cups are perfect for building. They provide a solid structure but are pretty easy to cut or poke holes in.

I adore using crepe paper to add color to a puppet. Less mess than painting, and kids often need to work together to glue the crepe paper onto their projects. Buy this with some Elmers glue
