I will take my kids hiking sun, rain or snow. The only weather I do avoid is intense wind. My kids have even MORE fun in the snow and rain! Just prep for a mess coming home, but don't let that deter the fun and exploration! Sometimes we only walk half a mile, but its just getting outside. And always free, happy, memorable entertainment.
8 ways to make hiking fun for little kids
When my kids whined about going on a walk/hike, I would let them bring a bucket. You won't get far walking because they have to stop and put something in their bucket every 4 steps; but its so worth it for them. Then we can come home and I will give them construction paper and glue, let them create with their nature scraps!

A large container that will hold water, luke warm water to not freeze their little hands. Random household items (Let them choose some on their own!!). Kitchen items such as a spatula or soup spoon. Walla, free, easy, low mess SCIENTIFIC play! My 8 year old still loves playing with water in this way.

Make a volcano with your child/children. please. OMG they love it every time. Make it easy buying a kit! Or, make one at home! build one using play dough, cloud dough, MUD! SNOW!!! A SNOW VOLCANO! just build up around an empty container, skinny vase or empty pop bottle. put baking soda inside, build your volcano, pour in vinegar, walla, outstanding little scientist excitement.

Buy a little portable bubble machine. We use ours in the bathtub, camping, at birthday parties, just playing outside to get them outside. I love having a bubble machine.

Being located in Utah makes getting outside so much more adventurous! We are lucky to have many close by and kid friendly hiking options. Even if you live somewhere flat, I will ALWAYS recommend taking the kiddos on a walk! Most of our happiest times are just walking. Its good for everyone involved.
